"Required Tests" in New Jersey Metrc Facilities

Testing packages can now be created in Canix for New Jersey Metrc Facilities with the introduction of "Required Tests" during package creation.

Testing packages can be created during Split, Combine, from Harvest and from a manufacturing run.
